What kinda 'locha' is this man?

Big locha, that is how the scene looks like. Or else, how can anybody write something like this in an assignment, "The book written by X is really cool. To my inexperienced eyes, it rocked and I totally fell with it." (I have made certain alterations for obvious reasons). When this girl was a student of mine more than a year ago, she, like many others, had an accent that had been imported from a country that I am not aware of. But what made her write such bullcrap? That the girl did a big locha is all I know. The reason, not to ask, please.
