The Niti Aayog's Governing Council is meeting today to discuss the 15-year Vision Document to accelerate the country's economic development. With around 30 Chief Ministers attending, except some non-BJP Chief Ministers like Mamata Banerjee and Mukul Sangma who have skipped the meet and sent their ministers instead.

NITI (National Institution for Transforming India) Aayog's Vice-Chairman Arvind Panagariya will present the roadmap for India's rapid transformation through the outlining of key aspects of the 15-year vision document, comprising the seven-year strategy document and the three-year action plan, a government statement said.

"A presentation on the roadmap of doubling farmers' income will be made by Madhya Pradesh Chief Minister Shivraj Singh Chouhan. Another highlight will be a presentation on the Goods and Services Tax," it added.

Members of the Governing Council, including state Chief Ministers, NITI Aayog's Vice-Chairman, its full-time and ex-officio members, and special invitees, will be present.

"Action taken on decisions of the earlier two meetings of the Governing Council on February 8, 2015, and July 15, 2015, will be discussed in detail," said an official statement.

The Governing Council's first meeting led to the Prime Minister laying down the key mandates of NITI Aayog, such as fostering cooperative federalism through cooperation between the Centre and states, and monitoring important government schemes and programmes.

It was also decided that the NITI Aayog will act as a government think tank and as a bridge between the Centre and states.

The first meeting led to the formation of three sub-groups of Chief Ministers and two Task Forces -- one on elimination of poverty in India and other on agricultural development.

The Council's second meeting outlined the substantial progress made by the three sub-groups and the two Task Forces.

The Prime Minister also highlighted that state governments are the foundation of India's developmental process and therefore their views must be incorporated in policy formulation.
